As parents of children with exceptional educational needs in Florida, navigating the complex world of Exceptional Student Education (ESE) services can feel overwhelming. What Are ESE Services in Florida?

Exceptional Student Education (ESE) in Florida encompasses specialized instruction and services designed to meet the unique needs of students with disabilities and those who are gifted. These services are mandated by both federal law (the Individuals with Disabilities Education Act or IDEA) and Florida state regulations to ensure that all students receive appropriate educational opportunities.

ESE services in Florida may include:

  • Specialized instruction tailored to your child's specific needs

  • Related services such as speech therapy, occupational therapy, or counseling

  • Accommodations and modifications to curriculum and testing

The IEP Process: Your Roadmap to Success

The Individualized Education Program (IEP) is the cornerstone of your child's educational experience. This legally binding document outlines your child's current levels of performance, annual goals, accommodations, and services. Here's what to expect:


Initial Evaluation

Before ESE services can begin, your child must undergo a comprehensive evaluation to determine eligibility. In Florida, this process starts with:

  • A review of existing data

  • Additional assessments as needed

  • Determination of eligibility according to Florida's criteria for ESE services


Developing the IEP

Once your child is found eligible, an IEP team is formed, including:

  • You, the parent (your participation is crucial!)

  • At least one general education teacher

  • At least one special education teacher

  • A representative from the school district

  • Someone who can interpret evaluation results

  • Others with relevant expertise (therapists, advocates, etc.)

This team collaborates to create a plan that addresses your child's unique needs, strengths, and challenges.


Implementing and Reviewing the IEP

After the IEP is developed, services begin as outlined in the document. The IEP must be reviewed at least annually, but you can request a review at any time if you believe changes are needed.

Taking the First Step

With our ESE Advocacy Program, you will choose to connect with either a certified Special Education Teacher or a Board Certified Behavior Analyse (BCBA). The general process is the same, but the BCBA will be able to provide additional services and resources. Our process is as follows: 


Phone Consultation

A free 15-minute phone call and consultation with a special education teacher to answer any questions.


Family Prep Meeting

A 1-hour meeting for document review, strengths and needs assessment, accommodation review, service analysis, and goal evaluation. Recommendations and an action plan are provided.


IEP Meeting Attendance

Attendance at IEP meetings, providing emotional support, active participation, clarification, advocacy for services, and post-meeting debriefing
